
Amelia Barbadoro, J.D., Ph.D., M.Phil., M.A.

Amelia Barbadoro is a Consultant at TNG with more than 20 years of experience in civil rights, Title VI, Title VII, Title IX, ADA/504 compliance, and restorative practices. She specializes in investigations, advisement, policy development, and alternative resolution models for higher education.
Barbadoro provides comprehensive support to TNG clients, regularly serving as an Interim Title IX Coordinator, Civil Rights Investigator, Title IX hearing advisor, informal resolution facilitator, and consulting with clients on Clery, ADA, and other federal and state laws. She also conducts policy and procedure reviews for Title IX and Equal Employment Opportunity (EEO) offices. She has played a key role in updating the ATIXA curriculum for advisor training and has developed protocols, training programs, and resolution procedures for a broad range of institutions and agencies, including law enforcement. With experience collaborating with domestic violence support services, Barbadoro brings a well-rounded, multi-sector perspective to her consulting and training.
Prior to joining TNG, she held leadership roles at the State University of New York (SUNY) at Albany, the New York State Office of Children and Family Services, and the New York City Department of Education. Her other roles have included Research Assistant at Harvard Law School’s Charles Hamilton Houston Institute for Race & Justice, Assistant Legal Counsel at Cambridge College, and legal internships with the NYC Department of Homeless Services, NY State Division of Human Rights, and NYC Commission on Human Rights. She has also taught graduate and undergraduate courses on higher education law, labor relations, and urban education, including programs for students from incarcerated populations, at SUNY University at Albany, Northeastern University, Brooklyn College, and Salve Regina University.
Barbadoro brings a refined legal perspective to her work, grounded in the principles of equal access, transparency, and systemic responsiveness.
She holds a Ph.D. and an M.Phil. in Urban Education Policy Studies from the City University of New York, where she wrote her doctoral dissertation on The Socioemotional Impact of Disparate Student Discipline: An Examination of Racial Bias & Out-of-School Suspensions. She also holds an M.A. in Management from Harvard University, a J.D. from New York Law School, and a B.A. in Social Thought and Political Economy with a secondary major in Legal Studies from the University of Massachusetts Amherst.
She holds six professional certifications in mediation and conflict resolution and has completed professional development training with organizations such as the Clery Center, the NCAA Board of Directors, the New York State Police, the Certified Forensic Experiential Trauma Interview (FETI) program, and the SUNY Student Conduct Institute. She was admitted to practice law in the state of Massachusetts (inactive status).
She lives in Albany, New York, with her husband and two children.
