Kayleigh Baker, J.D.

Kayleigh Baker is a Senior Consultant at TNG, the Director of Quality and Standards at The FAIR Center, and a member of the ATIXA Advisory Board, where she previously served on the legislative committee. She is renowned for her thought leadership on Title IX compliance and civil rights investigations for districts, institutions, and organizations.
Baker has trained thousands of Title IX practitioners and serves as an external investigator and decision-maker for TNG clients. She frequently fills interim roles for K-12 schools, districts, and higher education clients who require short- or long-term services. With extensive regulatory knowledge, she helps craft state-specific and ATIXA model policies to ensure compliance.
In addition to her consulting work, Baker co-hosts ATIXA’s podcast, More Likely Than Not, where she turns Title IX and civil rights compliance jargon into honest conversations that go far beyond the acronyms.
Prior to her work in Title IX, Baker was an Assistant District Attorney for the Sixth Judicial Circuit in Alabama. As a criminal lawyer, Baker was the attorney of record in thousands of cases, litigating dozens of trials before a jury. She regularly instructed law enforcement officers on various topics, including civil rights issues. Baker continues to collaborate with law enforcement and District Attorneys on the intersection between their obligations and Title IX regulations.
Before joining TNG, Baker served as a Title IX Investigator at the University of Alabama and as the first full-time Title IX Coordinator at the University of North Alabama. As a Title IX Coordinator in a one-person Title IX office, Baker was responsible for primary prevention programming, conducting campus climate surveys, and leading trainings for thousands of students and employees on bystander intervention, reporting obligations, and consent. Additionally, she chaired the Campus Sexual Violence and Serious Misconduct Task Force. She played a key role in the institution’s Southern Association of Colleges and Schools Commission on Colleges (SACSCOC) reaccreditation, athletics compliance, Clery Act adherence, and the preparation of Annual Security Reports. She was also heavily involved in the university’s transition to National Collegiate Athletic Association (NCAA) Division I athletics, spearheading multiple working groups dedicated to achieving compliance with NCAA standards.
Baker has previously presented at and served on the planning committee for the Student Affairs Administrators in Higher Education (NASPA) Strategies Conference, and was selected as an IDEA (Inclusion, Diversity, Equity, and Accessibility) practitioner to review inclusion plans for the National Aeronautics and Space Administration (NASA)’s Astrophysics division.
Baker combines sharp wit, quick intellect, and a trauma-informed, legally grounded perspective in her consulting work. She prioritizes clarity, effective communication, and the development of equitable systems that are sustainable for long-term impact.
She holds a J.D. from the University of Alabama School of Law and a B.S. in Political Science and Business Economics from Ball State University.
She is certified in Mental Health First Aid (MHFA) and is admitted to practice law in the state of Alabama.
Baker lives in Tuscaloosa, Alabama, with her family and a growing stack of unread books.
