Stephen McClary, M.Ed., is a Senior Investigator with extensive experience conducting complex investigations and supporting case management within higher education and public safety environments.

He specializes in Title IX and civil rights investigations, partnering with university leadership, Human Resources, Student Conduct, and legal counsel to address allegations involving sexual misconduct, harassment, discrimination, stalking, interpersonal violence, and institutional policy violations. His work emphasizes trauma-informed practices, confidentiality, procedural fairness, and compliance with federal regulations, including Title IX, Title VI, Title VII, the ADA, and Section 504.

In his previous role with the American University Police Department, McClary coordinated sensitive investigations from intake through resolution, managing investigative documentation, evidence, interviews, executive summaries, and stakeholder communications. He regularly collaborated with university administrators, legal counsel, and external partners to ensure thorough, impartial, and timely investigations. In addition to his investigative responsibilities, he provided training to officers and staff on investigative techniques, documentation standards, and trauma-informed interviewing, while supporting administrative proceedings and institutional compliance efforts.

Before transitioning to higher-education investigations, McClary served as both a police officer and an emergency medical technician, conducting criminal investigations, interviewing victims and witnesses, collecting evidence, and supporting prosecutorial processes. Earlier in his career, he worked as a special education teacher, during which he developed expertise in documentation, multidisciplinary collaboration, and navigating sensitive matters involving students and families. This combination of law enforcement, education, and investigative experience provides him with a unique perspective when managing complex cases involving diverse stakeholders.

McClary holds a Master of Education from Northcentral University and a Bachelor of Social Science in Criminal Justice from Colorado State University. His professional training includes the FBI Cyber Investigator Certificate Program, Behavioral Threat Assessment and Management, General Instructor Training, Field Training Officer School, First Aid/CPR/AED, and POST Peace Officer certification.
